Stephen Gould Director of Professional Regulation and Consumer ProtectionRICS
Steven is RICS’ Director of Professional Regulation and Consumer Protection. He joined the organisation five years ago with a remit to modernise its self-regulatory functions to meet best practice standards. He approaches this as far as possible from a public interest perspective although he understands the need to balance this and the interests of the profession.
In his time at RICS, Steven has introduced Human Rights Act compliant disciplinary procedures, revised a number of RICS’ Bye-laws and Rules, piloted a Surveyors’ Ombudsman Scheme in Scotland and taken the first steps in creating a general Property Ombudsman. He is now leading a root and branch reform of RICS regulation turning it into something modern, principles based and outcome focused. The new regulatory approach lends itself to implementation outside the UK.
Prior to working for RICS he worked for Consumers’ Association (CA), Europe’s largest consumer organisation. He left CA in 1999 to join the National House-building Council (NHBC) – the company that issues 130,000 warranties a year on new houses. He is a member of a number of different bodies including the UK Government’s Better Regulation Commission and the Conduct Panel of the British Psychological Society.
